If a Tier II report is required, it must be submitted to the following three places: 

1. City of Englewood Fire Marshal's Office
2. Douglas County Local Emergency Planning Committee (LEPC)
   
3. State of Colorado - Department of Public Health & Environment (CDPHE Teir II Reporting) 

Colorado has passed legislation requiring the use of the EPA's Tier2 Submit Software for submittal. This software can be downloaded via this link.
